Punjab Governor finally accepts Mann govt’s request to convene Assembly session on Sept 27

Chandigarh: Punjab Governor Banwarilal Purohit on Sunday accepted Chief Minister Bhagwant Mann-led government’s request to convene an Assembly session in the state on September 27. This will be the third Assembly session of the AAP government in Punjab and it will commence from 11 am in Chandigarh.

Confirming the decision, Punjab Assembly Speaker Kultar Singh Sandhwan said, “The Hon. Governor, Punjab, has very kindly acceded to our request and summoned the Punjab Vidhan Sabha to meet for it’s third session on 27.9.2022 at 11.00 AM at Chandigarh.”

It should be noted that the Mann government’s Assembly session to present the trust vote was earlier scheduled to be held on September 22, whose permit orders were withdrawn by Governor Banwarilal Purohit a day before citing the “absence of specific rules” to do so (hold a confidence motion).

Earlier, there were speculations about the session to be held on Tuesday as the Governor had asked the state government for the details of legislative work to be done in this session, but Mann’s government raised questions on the governor and alleged that in 75 years no governor has ever asked the government for its legislative functions.

Reacting to the allegations, Governor Purohit further advised the state government to “read the Constitution”.

Before receiving a nod to hold the session, the Punjab government wrote a letter to the Governor telling him that his demand to know the agenda and details of the session cannot be a condition precedent for convening of a session nor delay in doing so, once decided upon by the Council of Ministers, the decision of the latter being binding on the Governor.

“Any contrary approach would be unknown to law, beyond the Constitution, contrary to precedent, practice and convention and hence legally untenable,” it added.
