Small traders in Haryana having annual turnover of below Rs 20 lakh will now get certificates free of cost from the Chartered Accountant (CA) empanelled with the state government. Chief Minister Manohar Lal Khattar made an announcement to this effect on Thursday.
The small traders require a CA certificate for registration for Goods and Services Tax (GST). To obtain the same they have to pay some amount of money. While launching the Vyapari Kshatipurti Yojana during a programme held at Haryana Niwas, Khattar said, “Now, the small traders with a turnover of less than Rs 20 lakhs will get the CA certificate from the government empanelled CAs. The state government bear the expenses for the certification.”

The scheme will come into force from 1 April, 2023.
The chief minister recalled that in 2019, the state government had launched Mukhyamantri Vyapari Kshatipurti Yojana to give insurance benefits to traders having an annual turnover of up to Rs 1.50 crore. Now, under this scheme, an insurance cover ranging from Rs Five lakh to Rs 20 lakh is provided to the taxpaying traders against loss of stock and furniture and fixtures by fire, burglary and natural calamities.
The scheme benefit will be given to the eligible taxpayers of the state registered as on 31 March or the date of registration or at a later date under GST either in the state or Central jurisdiction. Further such beneficiaries should also be registered on the online portal of this scheme. The registration fee as prescribed will be collected by Haryana Traders Welfare Board (HTWB) and then the same would be transferred to Haryana Parivar Suraksha Nyas (HPSN), the CM said.

He said in big states, Haryana is in the top position in terms of GST per capita collection with a collection of Rs 68142 Crore. “I am proud to say that traders of Haryana have a significant contribution in the state’s GST collection,” Khattar said adding the state government will also formulate a scheme for the small rehri (cart) vendors.
